What is the PPWR and when does it apply?
The Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40, applies across the EU from 12 August 2026. For cross-border sellers the immediate change is packaging EPR registration in every country you ship to, plus an authorised representative where you have no establishment.
I ship a handful of parcels a month. Does it really apply to me?
Yes. The obligation is triggered by placing packaged goods on a country's market, not by company size or revenue, and there is no EU-wide small-seller exemption. What you control is which countries you keep shipping to.
Is there one EU-wide EPR registration?
No. Registers stay national under Article 44: a German registration says nothing about France. The realistic consolidations are triage down to a few countries, marketplace-covered channels, and multi-country representative bundles.
What is an authorised representative and do I need one?
A local entity that carries your packaging EPR duties in a member state where you are not established: registration, reporting, fees. Sellers outside the EU need one in each EU country they sell into; a proposal to suspend the rule for EU-based producers stalled in 2026, so the law in force stands.
What does compliance cost per country?
Reported small-seller anchors in mid 2026: Germany from about 15 to 60 euros a year, France around 80, Poland 100 to 200, Spain 200 to 400, and full-service providers roughly 360 to 1,485 euros per country. Verify with the national register before budgeting.
Will Etsy block my EU listings over EPR?
No platform has committed to day-one blocking, and the German precedent (mandatory LUCID checks since 2022) suggests phased dashboard enforcement rather than overnight suspension. The legal obligation exists from 12 August 2026 regardless of when the checks bite.
Does the marketplace handle EPR for me?
Mostly no: platforms verify your registration rather than replace it. France is the standing exception, where the platform can carry EPR for marketplace orders unless you use your own identifier. Confirm the current policy in your seller dashboard.
Can I keep shipping to only one or two EU countries?
Yes, completely. Obligations attach per destination country, so a deliberate smaller map is fully supported, and for most micro shops two or three registrations cover most EU revenue.
Do I need to change my packaging materials now?
No. The design rules with hard thresholds (recyclability grades, recycled content, the empty-space cap) arrive between 2028 and 2030. What applies now is registration, representation and reporting, plus a PFAS restriction if you sell food-contact items.
How is PPWR different from GPSR?
GPSR is product safety: per-product documentation and one responsible person for the whole EU. PPWR is packaging waste funding: per-country registration, fees and reporting. They stack, and unlike GPSR, PPWR lets you participate country by country.
